In the context of an extremely difficult year 2020, Romanian Bookmakers was one of the very active associations in representing the interests of the profile companies in front of the state authority. Gambling organizers have faced not only challenges arising from the legislative changes and uncertainties, but also a wave of problems caused by this health crisis. I talked about this situation with Liviu Popovici, the president of Romanian Bookmakers – Patronage of Betting Organizers in Romania and head of the Responsible Gambling Association.

Mr. Popovici, how was this year for the two associations you lead – Romanian Bookmakers and the Responsible Gaming Association?

For Romanian Bookmakers, the year 2020 brought a lot of legislative challenges and an endless struggle to protect its in a period when the traditional gambling activity had faced different types of restrictions. Regarding the Responsible Gambling Association, it had to adjust itself, to follow the general trend of migration of physical to virtual interaction, which happened both in the intervention programs, where we switched to online chat and video therapy, as well as in education and prevention. The Adult Training program is currently completely modified, and will be relaunched in a completely different format by the end of the year, adapted to the profile of the adolescents benefiting from this project. For the Responsible Gambling Association, it was a real challenge to provide the financial resources to secure the operation of the programs it runs. I am glad to note that, although we have gone through a very difficult year from the financial point of view, the interest of our financiers is the same and we have managed to ensure the continuity of these programs, thanks to their .

Because you brought up the challenges faced by the entire industry in this period, which do you think was the most difficult?

Ensuring health protection measures, both for customers and employees, in accordance with the specifics of the field, both in order to ensure effective protection but also to avoid unjustified operational overload of the organizers. Since the beginning of the health crisis, we have initiated and carried out an active and constructive dialogue with INSP specialists to protect our clients and employees, by measures validated together with them. And I would add the inclusion of the gambling field in the financial measures dedicated to organizers, in order to reduce the restrictions impact and to protect the business as much as possible.

How would you describe your relationship with the authorities this year?

It is clear that the authorities have been assaulted by various industry organizations and I am referring here not only to the gambling one, but also to other industries severely affected during this period. Even though we would have liked a more complex and open dialogue, we understand the current situation and I believe that the efforts made so far are a real for the industry. There is still much to be clarified, especially issues related to the fixed authorization fees calculation for which, even though we have a general framework, we still have not been able to obtain details on how to calculate and pay. It would have been useful for us to have a better involvement of the governing authority, namely the National Gambling Office, especially from the perspective of sending clear messages where we had an urgent and important need, to the Ministry of Finance, the Ministry of Health or the Government in general, taking into the fact that the National Gambling Office is the authority that knows best what happens in specialized gambling locations. Certainly this would have ed the industry’s messages on the considerably lower epidemiological risk in gambling locations or the level of compliance of gambling organizers with health measures that can be considered a benchmark in the entire Romanian economy. We would thus have obtained a treatment appropriate to the real epidemiological risk in gambling locations, with a positive impact on both players and employees & investors in this field, which would have led to the relief of a considerable part of the huge expenses to which the Government is subjected now.

How has the market reacted to the latest measures taken by the authorities?

After the first three months of total suspension of activity, with a reopening in a period considered to be off-season, in which the chances of recovering the losses recorded in the first lockdown period were extremely low, the latest restrictive measures taken have brought a certain level of despair among traditional gambling organizers. Even if measures have been taken for the fixed duties payment suspension for the period during which they have not functioned, for the deferral of debts and for the services necessary for its implementation, we must take into that these businesses continue to have substantial expenses for maintaining employees and for securing the spaces in which they operate.

Even those who, in the previous period, were very cautious and set up financial reserves to ensure business continuity are exhausted now, which already leads to the adoption of measures of closing some locations and giving up some of the employees or service providers. And all this happened amid great uncertainty about the time horizon for the resumption of activity and return to normalcy.

Meanwhile, another problem arose. There are employees who, after a second suspension of employment contracts, have chosen to resign and move on to other retail activities that have been less or not affected at all by these restrictive measures. There are employees for whose training many years have been invested and who represent a hard-to-recover loss. Certainly, the traditional gambling market will experience a substantial contraction which, at least in of contributions to the state budget and social security, cannot be offset by an increase in remote gambling activity.

What else needs to be done to get through this crisis?

During this period, organizers of remote gambling are forced to optimize the business as much as possible, to give up the locations that had not become profitable before the adoption of measures to limit COVID19, to identify solutions for reducing their costs, to use the tools provided by the Government to stagger debts to the state budget and social security, and, last but not least, to look for sources of funding to help them overcome this critical period. I believe that this is the right time, even for mergers, by which companies could thus identify new areas in which they can further reduce the costs for the survival of the common business. Associations, on the other hand, will have to step up their efforts both for obtaining more consistent financial measures as well as for the alignment with the measures restricting the level of real risk in gambling locations.

În contextul unui extrem de dificil an 2020, Romanian Bookmakers a fost una dintre asociațiile foarte active în reprezentarea intereselor companiilor de profil în relația cu autoritatea de stat. Organizatorii de jocuri de noroc s-au confruntat nu doar cu provocări date de schimbările legislative și de incertitudini, dar și cu un val de probleme generate de această criză sanitară. Despre toate acestea am discutat cu Liviu Popovici, președintele Romanian Bookmakers – Patronatul Organizatorilor de Pariuri din România și al Asociației Joc Responsabil.

Domnule Popovici, cum a fost acest an pentru cele două asociații pe care le conduceți, Romanian Bookmakers și Asociatia Joc Responsabil?

Anul 2020 a adus pentru Romanian Bookmakers un noian de provocări legislative și o nesfârșită implicare în demersuri menite să protejeze membrii într-o perioadă în care au fost impuse diferite tipuri de restricții în derularea activității de jocuri de noroc tradițională. Cât privește Asociația Joc Responsabil, aceasta a trebuit să se reprofileze, să urmeze trendul general de migrare a interacțiunii fizice către interacțiunea virtuală, lucru care s-a petrecut atât în programele de intervenție, unde am trecut la terapie în mediul virtual de tip chat și video, cât și în cele de educație și prevenție. Programul de educație Antrenat de Majorat este în acest moment regândit în totalitate, urmând ca până la sfârșitul anului să fie relansat într-un cu totul alt format, pliat pe profilul adolescenților beneficiari ai acestui proiect. O provocare pentru Asociația Joc Responsabil a fost asigurarea resurselor financiare pentru securizarea funcționării progamelor pe care le derulează. Sunt bucuros să constat faptul că, deși am traversat un an foarte greu din punct de vedere financiar, interesul finanțatorilor care ne sunt alături de multă vreme a rămas la cote înalte și am reușit cu ul lor să asigurăm supraviețuirea acestor programe.

Pentru că ați adus în discuție provocările la care a fost supusă industria în ansamblu, în perioada pe care o traversăm, care considerați că a fost cea mai mare dintre acestea?

Asigurarea unor măsuri de protecție sanitară, atât pentru clienți, cât și pentru angajați și care să fie aliniate cu specificul domeniului, atât în sensul asigurării unei protecții eficiente dar și în al evitării unei încărcări operaționale nejustificate a organizatorilor. Încă de la începutul crizei sanitare am inițiat și purtat un dialog activ și constructiv cu specialiștii INSP pentru a ne proteja clienții și angajații prin măsuri validate împreună cu aceștia. Și aș mai adăuga includerea domeniului de jocuri de noroc în măsurile de sprijin financiar care să ajute organizatorii, în sensul reducerii impactului restricțiilor și a prezervării unei părți cât mai consistente din business.

Cum ați descrie relația cu autoritățile în acest an?

Este limpede că autoritățile au fost asaltate de diferitele organizații din industrie și mă refer aici nu numai la industria de jocuri, ci și la alte industrii grav afectate în această perioadă. Cu toate că ne-am fi dorit un dialog mult mai amplu și mai deschis, înțelegem perioada în care ne regăsim cu toții și consider că ceea ce s-a obținut până acum reprezintă un real pentru industrie. Încă sunt multe de clarificat, în special pe modalitatea de calcul a taxelor fixe de autorizare pentru care deși avem un cadru general, încă nu am reușit să intrăm în detalii în ceea ce privește modalitatea de calcul și plată. Ne-ar fi fost utilă o mai bună implicare a autorității care ne guvernează, respectiv a Oficiului Național pentru Jocuri de Noroc, în special din perspectiva transmiterii unor mesaje clare acolo unde aveam o nevoie urgentă și importantă, către Ministerul Finanțelor, Ministerul Sănătății sau Guvern în general, luând în considerare faptul că este autoritatea care cunoaște cel mai bine ce se întâmplă în locațiile specializate de jocuri de noroc. Cu siguranță acest lucru ne-ar fi ajutat în substanțierea mesajelor industriei privind riscul epidemiologic considerabil mai redus în locațiile de jocuri de noroc ori a gradului de conformare al organizatorilor de jocuri de noroc la măsurile sanitare care poate fi considerat un etalon în toată economia românească. Am fi obținut astfel un tratament proportional cu riscul epidemiologic real din locațiile de jocuri de noroc, cu impact pozitiv atât asupra jucătorilor dar și al angajaților și investitorilor din acest domeniu, ce ar fi condus  la degrevarea unei bune părți din cheltuielile imense la care Guvernul este supus în acest moment.

Cum au fost primite în piață ultimele măsurile adoptate de autorități?

După primele trei luni de suspendare totală a activității, cu o redeschidere într-o perioadă considerată a fi extrasezon în care șansele de recuperare a pierderilor în în prima perioadă de lockdown au fost extrem de reduse, ultimele măsuri restrictive adoptate au adus un cert nivel de disperare în rândul organizatorilor de jocuri de noroc tradiționale. Chiar și cu suspendarea obligațiilor de plată a taxelor fixe pentru perioada în care acestea nu au funcționat și cu eșalonarea datoriilor, trebuie să luăm în considerare că aceste business-uri continuă să aibă cheltuieli consistente pentru menținerea angajaților, pentru securizarea spațiilor în care își desfășoară activitatea și cu serviciile necesare pentru derularea acesteia.

Până și cei care în perioada anterioară au fost foarte precauți și și-au constituit rezerve financiare pentru a asigura continuitatea business-ului au ajuns în prezent să vadă că acestea s-au epuizat, ceea ce conduce deja la adoptarea de măsuri de închidere a unor locații și implicit de renunțare la o parte dintre angajați sau furnizori de servicii. Și toate acestea vin pe fondul unei mari incertitudini privind orizontul de timp pentru reînceperea activității și revenirea spre normalitate.

Între timp, a mai apărut și o altă problemă. Sunt angajați care după o a doua suspendare a contractelor de muncă au ales să demisioneze și să se orienteze către alte activități de retail care au fost mai puțin afectate sau deloc de aceste măsuri restrictive. Sunt angajați în care s-a investit mulți ani în formarea acestora și care reprezintă o pierdere greu recuperabilă. Cu siguranță, piața de jocuri de noroc tradiționale va cunoaște o contracție consistentă care, cel puțin din perspectiva contribuțiilor către bugetul de stat și al asigurărilor sociale, nu are cum să fie compensată de o creștere a activității de jocuri de noroc la distanță.

Ce ar trebui făcut în continuare pentru a traversa cu bine această criză?

Organizatorii de jocuri de noroc la distanță sunt forțați în această perioadă să optimizeze cât mai mult afacerea, să renunțe la locațiile care anterior adoptării măsurilor de limitare a COVID19 nu apucaseră să devină profitabile, să identifice locurile în care pot reduce costurile, să apeleze la instrumentele puse la dispoziție de către Guvern pentru eșalonarea datoriilor către bugetul de stat și al asigurărilor sociale și, nu în ultimul rând, să caute surse de finanțare care să-i ajute să depășească această perioadă critică. Consider că este momentul oportun inclusiv pentru realizarea unor fuziuni prin care companiile ar putea astfel să identifice noi zone în care pot reduce și mai mult din cheltuielile pentru supraviețuirea business-ului comun. Asociațiile, pe de altă parte, vor trebui să-și intensifice eforturile atât în direcția obținerii unor măsuri de sprijin financiar mult mai consistente cât și în cea a alinierii măsurilor restrictive gradului de risc real din locațiile de jocuri de noroc.
