This year’s edition of the event, with the theme –Legislation, Business, Responsible Gaming, Image– has continued the traditional string successes of the recent years. The Paris Room of the Novotel hotel was too small, prominent guests and lively and constructive discussions.

We thank our partners STORM GROUP – lead partner, and also the other partners – MERKUR GAMING DISTRIBUTION, GAME WORLD ROMANIAN bookmakers, ROMSLOT and the Program RESPONSIBLE GAMING for the they have given us during this event.

THE 4^TH ReUNION OF GAMBLING PROFESSIONALS debated heatedly the present state of our gambling industry. Our guests from ONJN – Mrs. President Odeta Nestor, Mr. Tudor Simota – General Manager of the General Directorate of Supervision and Control within ONJN and Mr. Sebastian Ionescu – General Manager of the General Manager of the General Directorate of  Information and Monitoring of Gambling within ONJN replied to all questions coming from the audience and came up with new information about the legislative developments arising in the near future.

The presentations started with the one of Mrs. Viorela Radoi – Executive Manager of Romslot, who presented an analysis of the slot operators, but also of the success achieving this year’s objectives of this association.

We continued with a very interesting presentation of Mrs. Dr. Psychologist Lelian Pârvulescu – one of the coordinators of the Responsible Gaming program, developed and funded by the industry’s gaming operators d to the Association of Slots Organizers – ROMSLOT and the Patronage of Betting Organizers – ROMANIAN BOOKMAKERS, organizations, which have decided to start this program in 2012. At the initiative of our magazine, the theme of the presentation was „Online Responsible Gaming” and it has created lively controversy and discussion between the participants.

The series of presentations continued with Mr. Doru Gheorghiu – Executive Director of the Romanian Bookmakers who gave a big warning regarding the controls coming from ANAF to all traditional land-based betting operators and the misinterpretation of the definitions of income of the gambling operator by the tax authority. On that occasion Mr. Gheorghiu has also signaled to the management of ONJN the major problems that will be faced by the betting operators by misapplication of Article 18 of the Tax Code by ANAF, so he warned that after the possible exercise of control of the tax of profit performed by ANAF’s inspectors, if the income is not interpreted correctly, is very likely to have fewer if not no betting companies left operating in Romania, or we could even witness the extinction of traditional land-based betting sector! In conclusion the Executive Director of Romanian Bookmakers praised, paradoxically, that having in mind to collect more, the state will be the one paying dearly for it, for that would mean that nearly 120 million euro annually, will no longer go to the state budget!

After completing the presentation, our guests from ONJN responded kindly to the questions submitted from all participants.

Some of the important things that have emerged from the debate are:

• The deadline for the connection of slot machines slot machine game devices present on the Romanian territory to the ONJN’s servers will not be extended beyond the date of 31.12.2015. This term was given by the law, and the President of the institution cannot change that deadline by order.
• Legalizing the online community brought to the state budget 63 million euros (including the latter payments of licensing fees made by online operators to become legali or simply to not have problems of criminality with the Romanian authorities in the future), plus 16% of GGR.
• It is estimated that the number of the online operators applying for licensing in the next period will increase with around 10 operators, comparing to the currently existing number.
• The year of 2015 brought a 70 million euro plus to the revenue collected to the state budget from the landbased operators, comparing to the previous year.
• The fines imposed by the ONJN inspectors in 2015 were down with 60% versus 2013-2014. Which means that the gambling operators have become more responsible and careful applying the laws of the field. The highest rate of compliance with the requirements of the law, was noted in the west of the country.
• It is estimated that based on the priorities of Parliament’s agenda, „The Decision Approving the Methodological Norms for the Implementation of the Emergency Ordinance no.77/2009 on the organization and operation of gambling and amending and supplementing the Government Decision nr.298 / 2013 on the organization and functioning of the National Gambling Office and amending the Government Decision nr.870 / 2009 approving the Methodological Norms for the application of the Governmental Emergency Ordinance no.77 / 2009 on the organization and operation of gambling” will be approved shortly. Authorities attending the event cannot accurately assess when this will happen de facto.

• Regarding the intention of some operators to use their existing devices in the operation of AWP’s, please consult the state authorities and law enforcement in coordination with the compliance with all technical parameters. If these prerequisites are met then there will be no problem in the „conversion” of the slot machine into AWPs.

• If there are operators who have devices with license to expire on 31.12.2015 or a little over that date and they do not intend to connect the devices to the ONJN servers, the state recommends the total compliance with the law, even if the connection should be made only for a short period of time.

• The amendments and completions to the legislative framework will not stop with the occurring of the Norms. ONJN plans to create a live regulatory environment in constant connection with market realities.

• As for the request of the industry of implementing in real time a soft on the ONJN website allowing operators to have a clear image regarding the accurately data processing of the list of slot-machines locations (specialized rooms and betting agencies) in territory, state representatives have assured us that in the next period this process will be accomplished and completed.

There were many other speeches and exchanges of ideas on which I will not comment now, because that would mean for us to stretch out our article on many pages, thus we invite you in the future to come to these meetings we organize in higher numbers, because this is where we discuss and communicate specific information and data from ONJN (in this case the Romanian authorities) to the gaming market.

The we have received from you after your presence at our event was very positive, which we have enjoyed.

Besides a framework open for analysis and review of our gaming industry at the end of 2015, Casino Inside magazine has offered the time and place for all those present to do business. Thus, our partners – Storm Group and Merkur Gaming Distribution, were able to present a wide range of products to the participants in the event.

In conclusion, the 4^th RGP was a major success, which has become a tradition in of the events we have organized through years. We may be subjective, but those who were present can tell you if the events of Casino Inside are useful and if they intend to participate at our future events, as well. Ask them and you will see that what we write here is not blather.

Ediția evenimentului din acest an cu tema -Legislație, Business, Joc Responsabil, Imagine- a continuat șirul tradițional al reușitelor în în anii trecuți. Sala Paris a hotelului Novotel a fost neîncăpătoare, invitați de seamă și discuții aprinse și constructive.

Mulțumim partenerilor noștri, STORM GROUP – partener principal, cât și celorlalți parteneri – MERKUR GAMING DISTRIBUTION, GAME WORLD, ROMANIAN BOOKMAKERS, ROMSLOT și Programului JOC RESPONSABIL, pentru sprijinul pe care ni l-au acordat în cadrul acestui eveniment.

ReUNIUNEA PROFESIONIȘTILOR DIN GAMBLING 4 a dezbătut aprins starea industriei noastre de jocuri de noroc din acest moment. Invitații noștri de la ONJN – Doamna Președinte Odeta Nestor, Domnul Tudor Simota – Director General al Direcției Generale de Supraveghere și Control din cadrul ONJN și Domnul Sebastian Ionescu – Director General al Direcţiei Generale de Informatizare şi Monitorizare Jocuri de Noroc din cadrul ONJN au răspuns la toate întrebările din auditoriu și au venit cu informații noi despre evoluția legislativă din perioada imediat următoare.

Prezentările au demarat cu cea a Doamnei Viorela Rădoi – director executiv Romslot, care a prezentat o analiză a operatorilor de sloturi, dar și a reușitelor atingerii obiectivelor de către această asociație în acest an.

Am continuat cu o prezentare foarte interesantă a Doamnei Dr. Psiholog Leliana Pârvulescu – unul din coordonatorii programului Joc Responsabil, derulat şi finanţat de către operatorii din industria jocurilor de noroc afiliați Asociaţiei Organizatorilor de Sloturi – ROMSLOT şi Patronatului Organizatorilor de Pariuri — ROMANIAN BOOKMAKERS, organizaţii care au decis iniţierea acestui program în 2012. La inițiativa revistei noastre, tema prezentării a fost despre “Jocul Responsabil Online” și care a creat vii controverse și discuții în cadrul participanților.

Seria prezentărilor a continuat cu Domnul Doru Gheorghiu – director executiv Romanian Bookmakers care a tras un mare semnal de alarmă cu privire la controalele ANAF la toți operatorii de pariuri tradiționale land-based și la interpretarea eronată a noţiuni de venit al operatorului de jocuri de noroc de către autoritatea fiscală. Domnul Gheorghiu a semnalat cu această ocazie și conducerii ONJN marile probleme ce le vor fi create operatorilor de pariuri prin aplicarea eronată a dispozițiilor Articolului 18 din Codul Fiscal de către ANAF, astfel că domnia sa a atras atenția că după eventualul exerciţiu de control asupra impozitului pe profit al inspectorilor ANAF, dacă venitul nu este corect interpretat, e foarte posibil să avem mai puţine spre deloc companii care operează pariuri tradiţionale în România sau chiar extincția sectorului de pariuri landbased! În concluzie directorul executiv al lui Romanian Bookmakers a apreciat, paradoxal, că din intenţia de a colecta mai mult, tot statul va plăti scump acest efect, pentru că ar însemna aproximativ 120 de milioane de euro care nu vor mai merge anual la buget!

După terminarea prezentărilor, invitații noștri de la ONJN au răspuns cu amabilitate tuturor întrebărilor venite de la participanți.

Printre lucrurile importante ce au reieșit din dezbateri enumerăm:

• Termenul de conectare a aparatelor de joc de tip slot-machine de pe teritoriul României la serverele ONJN nu va fi prelungit peste data limită de 31.12.2015. Acest termen a fost dat prin lege, iar președintele instituției nu poate modifica printr-un ordin acest termen limită.
• Legalizarea online-ului a adus la bugetul statului 63 de milioane de euro (inclusiv plăți ale taxelor de licență din urmă realizate de operatorii de online pentru a intra în legalitate sau pur și simplu pentru a nu avea probleme de ordin penal cu autoritățile statului român pe viitor), la care se adaugă 16% din GGR.
• Se estimează că numărul operatorilor de online ce se vor înscrie pentru licență în perioada imediat următoare va crește cu aproximativ 10 operatori față de numărul existent în prezent.
• Anul 2015 a adus un plus de 70 de milioane de euro în ceea ce privește veniturile colectate la bugetul statului de la operatorii landbased comparativ cu anul precedent.
• A scăzut cuantumul amenzilor aplicate de inspectorii ONJN în anul 2015 față de perioada 2013-2014 cu 60%. Ceea ce inseamnă că operatorii de jocuri de noroc au devenit mai responsabili și mai atenți în aplicarea legilor din domeniu. Cea mai crescută rată de conformare la rigorile legii a fost sesizată în vestul țării.
• Se estimează că în funcție de prioritățile aflate pe ordinea de zi a Parlamentului, „Hotărârea pentru aprobarea Normelor metodologice de punere în aplicare a Ordonanţei de urgenţă nr.

77/2009 privind organizarea şi exploatarea jocurilor de noroc și pentru modificarea și completarea Hotărârii Guvernului nr.298/2013 privind organizarea şi funcţionarea Oficiului Naţional pentru Jocuri de Noroc şi pentru modificarea Hotărârii Guvernului nr.870/2009 pentru aprobarea Normelor metodologice de aplicare a Ordonanţei de urgenţă a Guvernului nr.77/2009 privind organizarea şi exploatarea jocurilor de noroc” va fi aprobată în perioada imediat următoare. Autoritățile prezente la eveniment neputând evalua cu precizie momentul în care se va întâmpla de facto acest lucru.

• În ceea ce privește intenția unor operatori de a folosi actualele lor aparate în cadrul operării de AWP-uri, autoritățile statului recomandă consultarea și respectarea legii în coordonare cu respectarea tuturor parametrilor tehnici. Dacă sunt respectate toate aceste premise atunci nu există vreo problemă în “convertirea” de slot-machine în AWP-uri.

• În cazul în care există operatori care au aparate cărora le expiră licența pe 31.12.2015 sau puțin peste această dată și care intenționează să nu conecteze aparatele la serverele ONJN, instituția statului recomandă respectarea legii întru totul, indiferent dacă această conectare trebuie realizată fie și pentru o scurtă perioadă de timp.

• Modificările și completările aduse cadrului legislativ nu se vor opri o dată cu apariția Normelor. ONJN intenționând să creeze un mediu legislativ viu, în permanentă conexiune cu realitățile pieței.

• În ce privește solicitarea industriei de implementare real time a unui soft pe siteul ONJN care să permită operatorilor să aibe o imagine cât mai clară privind prelucrarea datelor cu acuratețe referitoare la lista cu locațiile de slot-machine (săli specializate și agenții de pariuri) în teritoriu, reprezentanții statului ne-au asigurat că în perioada imediat următoare se va definitiva realizarea și conducerea la bun sfârșit a acestui proces.

Au mai fost multe alte luări de cuvânt și schimburi de idei, asupra cărora nu mă opresc acum pentru că ar însemna să ne întindem articolul pe multe pagini, invitându-vă pe viitor să veniți la aceste reuniuni organizate de noi în număr și mai mare, deoarece aici se discută și se comunică concret multe informații și date dinspre ONJN (în speță autoritățile statului român) către piața de jocuri de noroc.

Pe lângă un cadru deschis pentru o analiză și un bilanț al industriei noastre de jocuri de noroc la finele anului 2015, revista Casino Inside a oferit momentul și locul pentru ca toți cei prezenți să facă afaceri. Astfel încât partenerii noștri – Storm Group și Merkur Gaming Distribution au putut să prezinte o gamă variată de produse participanților la eveniment.

În concluzie, RPG 4 a fost un succes important, devenit tradițional, în ceea ce privește evenimentele organizate de noi în acești ani. Noi suntem poate subiectivi, însă cei care au fost prezenți vă pot spune dacă evenimentele organizate de Casino Inside sunt folositoare și mai intenționează și pe viitor să participe. Întrebați-i pe ei și veți vedea că ce vă scriem noi aici nu sunt vorbe goale.
